Xash3D FWGS brings the GoldSrc-compatible Xash3D engine to Android. It can run Half-Life and many modifications based on the game’s engine.

To launch Half-Life, you need a purchased copy of the game on Steam and Xash3D Android installed. The Google Play instructions say to copy the game’s “valve” folder into an “xash” folder on your SD card, then launch the engine. A list of supported modifications is available in the Xash3D wiki.
